LaRhonda R. Owens, J.D.
Graduated from the University of the District of Columbia David Clarke School of Law in 1997. While in Law School she completed more than 1200 hours of community service through free legal representation of district residents. She also served as a jegna and liaison for the District of Columbia Time Dollars Youth Court, an organization that focused on redirecting youth by holding them accountable for their actions. After Graduation she began her career in the corporate world of Telecommunications Law with an emphasis in Federal Communications Commission Regulations ("FCC"). After serving several years in this capacity the desire for community service overshadowed her career in corporate America. She heard the call of her ancestors and LaRhonda knew it was time to return to the Community. She began working for the D.C. Child and Family Services Agency (child protective services). After realizing that so many children were suffering the affects of disenfranchised parents and inferior education she wanted to make a greater impact. After five years of service she left for the public school system. District of Columbia Public Schools "DCPS" was her first stop in education. Having completed 700 hours of pro bono representation in the educational law clinic, LaRhonda looked forward to making a difference in the infrastructure of the public school system. As a Compliance Officer for the Special Education Department, she set out to ensure children with disabilities got the educational start they needed. While working in DCPS, she was responsible for more than six low performing schools in Southeast D.C. Under her caring eye the achievement scores of students with disabilities began to increase. Dr. Owens demonstrated a keen command of the regulations and laws governing the needs of students with disabilities. Over a two year period several schools that were categorized as "In need of improvement" made substantial progress toward timely correction of identified noncompliance.
 
Her accomplishments in DCPS facilitated her move to Prince Georges County Public Schools "PGCPS". In 2006, LaRhonda was approved by the Board of Education as the Special Education Compliance Officer. A daunting task since PGCPS had been in corrective action status with the Maryland State Department of Education for two years. In this capacity she administers a one million dollar budget, and manages 202 public schools special education programs. She is also responsible for technical assistance to the 80 nonpublic schools that service Prince George's county students. While serving in this capacity she recognized the need to be active in the community to ensure parental participation in the education process. Dr. Owens is currently an adjunct professor at Trinity University in D.C. where she teaches Education Law and Legal Aspects of Special Education.
 
LaRhonda realized that the youth and their parents needed more options and creative solutions. Thus she started the Transformation Network, LLC ("TNLLC") which provides a wide network of cultural educational advocacy and consulting, financial literacy, marketing, tutoring and Jegna services. She believes that the time is now to make a change in the lives of our youth. While maintaining a full time position with the Board of Education and her consulting company, she has served as the President and Vice President of the Hampton's Community Association of Brandywine, MD. In her community, she has been responsible for establishing several community outreach programs to include the Hampton's Community Family Fun day, Kwanzaa Celebrations at the Surratt's-Clinton Library and hosted several community forums to include renowned authors Kwame Agyei and Akua Nson Akoto, Mwalimu Bomani Baruti, and Dr. Uhuru Hotep (Kwame Ture Leadership Institute).
 
She is clear about being prepared for any eventuality so she started the Brandywine Community Emergency Response Team "CERT" and is an active member of the Countywide and Clinton-Marlboro CERT organizations. CERT members operate under the authority of the Prince Georges County Department of Homeland Security. LaRhonda continues to serve her community by acting as liaison to the Danville-Floral Park Civic Association and the District 5 Police Citizens Advisory Committee.
 
Amidst all her professional endeavors, she remains cognizant to listen to the steady voice of her ancestors directing her every move, and leading her to a lifetime commitment of service to the community. LaRhonda has a strong background in education with over ten years experience working with students with disabilities.  In addition, she is trained in team building and youth mentorship and has conducted workshops for various organizations, businesses, practices, and religious groups. She brings a joyful mix of a strong background with years of experience and skills.
